The Grace of the Flagellant set, like all gear sets, does not take Legendary Gems. Instead, you must insert regular gems of a specific colour. When you reach Paragon level 50, start investing some points into the life and armor permanent nodes in theTreasure Huntertree. You can switch back and forth between trees at will, so you can activate Treasure Hunter if you particularly want more XP and then change back to Vanquisher when you’d prefer to deal more damage.
